Whale sharks feeding naturally on plankton in a shallow bay, approached on snorkel with a trained guide and a hard six-swimmers-per-animal limit. Not the clearest water on this list, but the most defensible, nothing is fed, nothing is baited, and the sharks are here because the food is. Donsol's whale sharks were hunted until the Philippines banned it in 1998. The village pivoted to guided snorkelling with WWF, becoming the model for ethical whale shark tourism, and the deliberate counterpoint to Oslob a few hundred miles south, where sharks are hand-fed daily to keep them in place, a practice most marine biologists condemn. If you list one, list this one. Anchorage: Anchor off Donsol; the sharks are found in the bay. Hazards: No touching, no scuba, no flash, rules are enforced and exist for the animals.
